This sounds very familiar, except I delivered the artwork in a bit more than a month. The person would tell me that they would send me a note "tomorrow" regarding changes they wanted for a character design. One or two weeks passed and I contacted them again. They said they'll let me know the changes the next day, three or four days pass and I contact them again. And it went on like that for a month or so until I told them if they didn't gave me the changes they wanted I'd send them an editable file, that themselves or someone else could edit and I'd consider the commission done. That said they didn't told me the changes so I gave them the file. It sucks to have pending commissions so I'd recommend to give them a final "warning" and send the ref sheet as it is -and partial refund if you want- if they don't respond.
