That's strange. Paypal is generally very prompt in answering their customer service line. I'd say try calling in the early morning your time and keep at it. When there's an issue with a dispute like this, calling Paypal is generally the only way to resolve it. Remember, if the dispute is not properly escalated to a claim it will automatically close in 20 days since the day you opened it. You won't get your money back.
