I think that might be for Paypal Europe only, as minors can't get credit cards here either, whereas they can in the US (with limitations) - I think it's the same for Paypal.

Edit: found it - "A parent account holder can open a Student account for users age 13 and older." (Although I'm not sure precisely what restrictions are in place for it.)
