the restrictions arent many. Generally a parent has to approve any amount of money being sent from anyone into the account (but that setting can be turned off) and the person cannot specify what they send payments as or dispute transactions on their own. I dont think they can answer disputes on their own either.

Oh and they cannot send payments in other currencies, but this can be avoided if someone sends an invoice. There may be more that i'm forgetting...
