It's strange that she brings up being behind on bills when all you wanted was an update on the commission. That's more of the sort of excuse you see from an artist who says they're having trouble getting a refund to you, not that they're having problems completing a commission.

In any case, it's still no excuse for her ignoring you for so long. If you haven't already, I'd suggest sending her a note asking for a refund at this point, and hope that gets her attention. Sorry this all happened to you. D:
