"impossible to enforce" - The website asks permission, if they get it, they upload or ask the artist to, if they don't, they don't.
"hurts the site" - and?
"quickly and easily resolved" - I've tried getting my art off sites like these and it takes so much time and energy I can't be bothered anymore. I've never found it quick nor straightforward. You can rarely even find an email address. And after it gets removed, all it takes it for one person to re-upload it all again and you start from scratch.

"Copyright violations are common to ubiquitous online" - Just because it happens a lot doesn't make it okay.
"If they're not making a profit from the art" - A lot of them have adverts so this is debatable, but even if they're not, it's irrelevant.

"The best thing to do is protect yourself: watermark your images with your name and URL," - Already do.
"state in your artists comments that your work may not be reposted." - Already do.
