That reply to you is some of the most asinine, horrifyingly manipulative stuff I've seen in a long time. Her problems are not YOUR problems. If she cannot show you progress, then she hasn't any proof she started the commission.
I would pursue it through your bank, or paypal, and call them to explain the situation. This is just really really horrid.
