I've updated my post with an email asking for permission to have another artist complete the work, (as well as a partial refund for what she hasn't done), or having her meet the deadline I gave in the previous email (also listed in the post), I've also let her know about the paypal dispute that some of her commissioners will be participating in to try and get their money back or at least her account investigated.
