Stop waiting, it's never going to come... and I doubt you can get a refund now, it's been years D:
Being patient with artists is truly a kind thing to do, everyone falls on hard times, but with little to no communication and 6 months+ waiting with no WIP's or good reason-it's best to just get a refund.
