"i'm a bit worried about their 'if you bother me a lot i'm going to take longer on your commission' policy on their front page of their fa" ...honestly I really wouldn't commission anyone who wrote something like that because it's very obvious that they aren't likely to act professionally, and I can't really disagree with others about the name either. People are free to do what they want but these two things are such big red flags when it comes to commissions that you might be lucky for not losing more than 18$
It's harder to give advice on what to do when the artist is ignoring you, you could try to get a refund from Paypal if you explain the situation even though the timeframe on that has closed, message the artist one more time or just count it as a loss (and hope she'll get out of her funk eventually and hasn't forgotten).
