I'm sure she's not thrilled about having to wait 2 years for her commissions, but the fact people are leaving her waiting is a valid reason on why it's okay to leave you waiting?

Like it's out of her hands? "I'll do what I can" should be "sitting down and drawing the commission".
She seems pretty immature and unprofessional, if she can't get it done she should issue a refund. I wonder how many other people are waiting.
