You have the right to refuse service if you refund the person (though I think you'd be owed a partial payment because you did complete work- it sounds like the commissioner then wanted something bigger and better which s/he should have paid for as an entirely new commission.)
Refund the money and stop all work. What can they complain about- "The artist refunded my money!"? :D Let them whine.
