Then he's definitely after you for more than the art. My gut feeling is he's making up the art project to use that as an excuse to talk to you. If you don't put your foot down NOW, then he'll keep making excuses to see you.
Having grown up in a small town, I understand completely what it's like to keep running into people. Like others have said, tell him POINT BLANK, very firmly, that he needs to cease contact, or you will be going to the police/sheriff. Honestly, small town like your and the local authorities aren't going to take kindly to someone harassing their youth.
