It's kind of like the earthquake mentioned in an earlier post. If the person in question claimed an earthquake has make it impossible to complete something, resulting in no communication/lack of end product/etc -- wouldn't you want to know there was actually an earthquake?
If this were to somehow escalate to a legal claim, it would be well within the rights (and probably expected by any small claims judge) that the accuser know for sure that there wasn't any weather-inclined reason that the accused couldn't contact them.
