Yes. Two days after the transaction. Two days after the art was received. If it was an ISF in the PayPal account it would go from the bank account first, and if there wasn't enough there, to the back up source. The way the commissioner spoke afterwards however when confronted seems too sketchy for my tastes to believe that it was an ISF as they claim. I'm more inclined to believe that it was a claim filed by the commissioner.
If the OP provided screenshot evidence showing that this was a claim, as they stated "it turns out he filed the claim that he never got what he paid for, and I had no defense with it being 'intangible goods' that I did not ship" then this would be cleared up.
