Pinning the blame on your mother for 'stealing' the shipping money? Really? Judging by her maturity level (or lack of), she probably spent it and has no way of getting that money back, which is why it is taking forever to get to you. :/
That is what bothers me about certain people who do commissions or any type of selling online. When you pay for shipping, that is not money for them to keep and spend to their whim! As someone who sells online and adds a shipping charge, that is the money for shipping your item out! The money they make for the costume, plush, painting, whatever you can think of is theirs, but I don't understand what makes these people think the payment for shipping is theirs as well. It's seperate for a reason. There should be no excuse once she is able to find transportation to send your item out, unless she is really that lazy. :(
