EXPLAIN:
I won Puffdemkats' furbuy auction on February 22nd, and contacted/was contacted shortly after the official end of the auction. Details were discussed, and payment was made on the 24th via Paypal. Later that day, she sent a sketch, which I asked for an edit to but approved overall, and she was to move on to coloring. Radio silence thereafter, so I sent her another note on March 13th asking for an update. She replied that it was finished, and asked for my address so she could ship it out in the morning. I gave it, and again, no more response. The badge did not show up, and after a few weeks, I noted her again (April 29th) and asked if she'd shipped it, and she said she had. Searched through all the mail just to be absolutely sure I didn't miss it, and even talked to USPS, but they had no information to offer. Usually, I'd think it got lost in the mail, and it would be awful, but not the artist's fault. However, I'm suspicious due to the artist dodging my notes. The last two screenshots are attempts to contact them, but they were read and not replied to. That, along with the lack of any revision or final pictures leads me to believe that they may have either never finished it, or it was returned by USPS.
On the other hand, I'd be very much willing to hear the artist's side, but since they won't return my notes, this was the only thing I could think to do. The artist was very nice through the whole exchange, so I'm torn on what to think here.

It seems weird to me that she wouldn't scan the final image. It is an easy enough step to take... because then at least if it did get lost in the mail, you'd have a digital copy!

I agree with Mistresswolf. I'm kinda side-eyeing the fact she didn't scan in the final image. Another thing I find odd is she didn't notify you herself when she finished it and instead just waited for you to inquire about it instead.

Maybe give paypal a call and say the seller won't communicate with you and you haven't received the product. Maybe they will get you your money back even if it's past the initial dispute date.

Hoping she gets back to you at the very least and gets you a replacement badge.

My thought was that, it's possible she did finish it and it got lost in the mail. It happens, but, since she didn't scan it, I have no product. And secondly, ignoring notes and not providing any sort of options is very unprofessional, so I feel the beware is warranted.
I also added at the end that I'd be glad to hear from her, I want to know what happened.

it seems as when it pertains to furry artwork it always seems to be "lost in the mail." maybe ask for a digital copy if possible?
