I had been on the phone back and forth with paypal because their online service wont allow me to start a refund since it's out of the 45 day window. However even the folks at paypal are unable to do anything in terms of a refund. So it looks like I'm S.O.L. For future reference however the gentleman from paypal did let me know that if I pay in the future from a credit card rather than my bank account the card company can file a dispute themselves. But when it comes to paypal they only have a 45 day policy that protects buyers. Even with my screen shots :-/
