I'm trying to break into the fursuit commission business, and so far I'm just selling premise bases and tails.
Seeing some recent posts here about underage people buying things and having the parent/guardian file chargeback has me worried, though.
Is it safer for me as a seller to list my items on sites like Etsy or The Dealer's Den rather than letting people buy directly from me via Paypal?

No matter who you do business through they won't protect you from that situation. It's all about buyer protection. The seller is on their own when it comes to buyer fraud.

If I get red flags like that AND the PayPal is unverified I may be inclined to refuse the transaction.
