As someone who ships somewhat-fragile masks, I can say from your photos of the packaging that the mask was not packaged properly. A layer of air bags at the bottom of a box will not prevent the object from moving around. The best way to pack a mask like this would have been to create a 'pillow' of wadded bubble wrap, air bags or at the very least, newspaper, and then wrap the item multiple times in bubble wrap. THEN put air bags at the bottom, sides and on top.

Things like packing peanuts (as the seller mentioned) are some of the most useless packing materials there are, as they allow the items to shift and fall to the bottom. Immobilizing the item is the best way to prevent breakage. Also their response to you was, in a word, inappropriate. If an item arrives damaged, it is never the customer's fault. It is either the fault of the seller who packaged it, or the post office/parcel service who delivered it. In the case of the latter, an appropriate reaction would be to contact the post office/parcel service to get a refund. If it was due to bad packaging, then the correct thing to do is give a refund or offer to fix the item.

Unfortunately it sounds like forcing a refund through Paypal is your only option. Also the argument of "you paid less than $100" and "I paid $20 to ship" is irrelevant. You both agreed on the amount to be paid for item and shipping. The amount you paid does not excuse the seller from refunding/replacing if it arrives damaged. When you ship it back, I would recommend sending it Registered, and I would also require a signature. Paypal may give you trouble if you can't prove it was delivered.
