Beware: Frindle (Resolved)

EXPLAIN: Commissioned Frindle back in March of this year for one hypnosis icon when they opened for them via a journal they posted. After about 2 weeks of waiting I sent a note asking about the status. The message was never responded to.
After that I waited quite a while (3 months). I saw that Frindle had a large commission queue so I was patient, but I did not see my name on their queue so I sent them another message asking about it.
Proof of message and response
I was satisfied with the response so I waited again. This time for another month. I checked a few times on their queue and saw that my name was never put there like Frindle said they would do. So I messaged them again.

In convo part 1 you can see Frindle asking me again if I ordered via Google Docs. They've asked me this question before. In convo 2 Frindle says they will reimburse me fully and have my icon done by the end of that week. (Which never happened)
I sent Frindle a message 2 days ago asking if they were going to ever reimburse me, and they responded by telling me that they "couldn't afford to reimburse me"
Proof
Its way too late to file a Paypal dispute on this matter so there's really nothing I can do.
So I'm now screwed out of $21 and an icon. Do NOT ever commission Frindle!

Also Paypal's dispute policy is 180 days. You -may- be able to do one, but March - July is the tail end of the 180 days.

I wouldn't consider that honest, sincere or any kind of show of good faith. If the artist is overworked, it is their responsibility to change their workload - not the commissioner's. If I were in the OP's shoes, I would also think that there was a possibility of being stiffed.

This is why Rex was not added, however when he messaged me again about his icon I profusely apologized and offered a refund as soon as I could get the funds to do so. I'm an adult, I live on my own, and the sole source of income is art.
He waited merely two days after the correspondence and decided he was "screwed" out of 21.00 that I have every intention of issuing back to him.
My intentions ARE honest, and I am overworked. There is no need to berate me for something I try my best to reconcile.

I don't believe this needed to be escalated to such a level.
In our last correspondence, which was merely days ago, I told you that I would refund your money in full when I actually have the money to refund you.
Art is my sole source of income. As such, due to working on my backlog, I have not had a chance to make the money back to refund you.
I would have appreciated if you contacted me first before hopping straight to AB. I was never unreasonable and I never denied you your refund.
I'm actually flabbergasted that you think you were "screwed" out of 21 dollars. How did you garner that assumption from my message? I said I couldn't afford to reimburse you at that very moment because I have $3.00 in my PayPal.
There is absolutely no reason to be so hostile when I have been nothing but prompt at every opportunity.
I don't mean to sound blunt, but you are being rather childish.
You will receive your money as soon as I can afford to send it back.
