I wonder if you can dispute it as goods not received. If she provided a tracking number (impossible), can you claim it never reached your physical address?
I'd keep calling, tbh. Somewhere along the line, she falsified something, since you obviously can't mail out a digital item.
That last bit about putting her in a shitty situation is all kinds of unprofessional. If she showed proof that she'd finished it, she'd be justified in keeping the money. But then, if she's finished it, why don't can't she just show/give it to you? Spite? Leads me to think she didn't finish it at all, in which case she should not have spent the money and refunding you shouldn't be an issue.
