Commissioning Flash?

I was just wondering if anyone here had any advice on commissioning a flash artist for an erotic project. I've never done it before and wanted to know what to look out for, how to safeguard myself from artists who overcharge and underperform, and if there are any particular artists, or places to find them, that I should keep in mind.

I really am not sure what to ask, though I've planned out quite a bit of the project myself to better help the artist.. I really dont know what else I can do, or what I should ask to really find out about the artist.. and how to help them along.

Theres no set cost but making a flash can be difficult at times... I'm getting a flash done for a guy named vermillion and it's taken me a couple of months to get it to this point. For a 15 second animation i'm getting paid 50-60$
