Request for progress after about three weeks, I did a stupid and put my initial question in the wrong place in the note, my query for a progress report is outlined in green, Ayla's response is below the initial estimate for completion.

EXPLAIN: I saw a user on another site with an icon I adored, so I asked them where they got it from. I was referred to Ayla, and promptly went to Ayla's page and asked if they were open for commissions, and what that would fall under. Ayla responded within 24 hours with the price and their paypal info, so I sent the money right over (I added an extra dollar to cover the fees as a kind gesture). I asked for an estimate of completion time, and was given a time frame of about two weeks. Three weeks went by with no contact, so I poked the artist again asking for an update. I was told they were in the process of moving, but they would try to get it done asap. Another three weeks have passed, I've heard nothing further from the artist, and the window for filing a paypal dispute is just shy of passing, so I opened a dispute. I'd be less upset if I'd been contacted even once to be informed there would be a delay. I know life happens, but the courtesy of a heads-up would have gone a long way.
I will update with any new info as it comes in.
EDIT: Since submitting this, I've gotten a response from them and have been shown a sketch.
EDIT 11/29: Icon received, dispute closed, I consider this completely resolved.
