All this will do is continue to spiral, as this person has a legitimate complaint against you because you have not completed it. Yes, their actions are inappropriate, but that does not automatically give you the right to not compensate them in some manner, either by doing the art, or finding a way to send them money equal to the price of one of your ref sheets.
I understand that the other person did not actually 'pay' for the artist to draw the ref sheet you received, but by your agreement with them, they are due either a ref sheet drawn by you, or the value of one.
Do you have all of the information you need to make the ref sheet? If so, I would just draw it and thus finish your responsibilities towards this person, and negate any complaints they could make about you.
If not, you can send them an email (if you have their address) to contact you calmly with the information needed to complete the trade. If you are blocked from contacting them, make a public journal "To the person to whom I owe the trade", stating that you are willing to complete the trade, but that they must contact you via email in a calm, professional manner, in order for you to get the art done properly.
As long as you maintain a professional tone and behavior, and do as much as you are able in order to resolve this, they will have no one but themselves to blame if they do not get their half. And you will come out looking like the better person.
