I have pretty much given up hope.

On march 21st caffinatedhoneybutt of DA posted an adorable little pony plush and said she was taking commissions for more like it. I commented there (as you can see if you follow the link) asking if she could make me one of my pony OC. She agreed, and I sent a payment on the 23rd. She got the payment and said that she would get started right away.
On March 24th she already had the plush nearly done, and posted a WIP of it. I didn't notice it for some reason, I'm not sure what happened, but I wasn't in any hurry, so I waited.
In June I started to wonder what was going on with my plush, so I had a look at her page and saw the WIP. I commented there, very pleased with it, but got no reply.
While looking I also noticed somebody else has posted (in April) to her page with a message about her having been in an accident, but that they would be helping her ship the finished plushes, and my plush was listed as having been finished. So I wasn't too worried.
In July I still hadn't gotten my plush, so I started to really worry. I messaged both the artist, and the artist's friend who had said she would be doing the shipping, but I didn't hear back from either of them. In fact neither message has even been read, and the friend's page (here) also hasn't been updated since April. Neither have the other two friends that are linked to. So I can't find any way to reach this person or get them a message and find out what's going on.
I tried again in September, leaving a shout on their page, but that didn't get any response either. I tried googling the artist but could only find their DA page, they don't seem to be going by that name anywhere else on the net.
This post is pretty much just me giving up. The pony is done, but I will never get it. I've tried every avenue I can think of to reach this artist, but they have vanished into thin air along with my money.
Now on the subject of money, I make plushes myself so I know that the price I paid for this was absurdly low. If it were about money I would instantly pay twice that again plus shipping. All they have to do is ask. They don't even have to ask for the extra for shipping, in fact, I've already volunteered it in my shout. I just want the plush. It is frustrating to be able to see the pic of it, and yet be unable to get it in my hands. :(
If anybody can put me in touch with this artist I'd be eternally grateful, but I don't have much hope that anything will come of it even if somebody can.

She has a habit of scamming people. :( Her accident was a lie and a fraud, as she was seen three days after at a homestuck meet in a local mall, with leg and laptop intact. (There is video proof, but it wasn't mine, nor do I know how to upload it. D: but if you need it I can very much try)

Please try again, and do not display her legal name if she does not use it for business purposes.
