a Paypal question

Hey everyone, I've come to ask a question based on your experiences.
A few months back I was commissioned by someone, (I'm not going to say who, because I don't want this to be a mark on their record, they could be totally innocent in this matter) and finished the commission over a month ago. I got half the payment up-front after I finished the initial sketch as I always do, and requested the last half after I finished the entire picture.
After period of silence, I got an email from my client saying that that they couldn't send the payment via Paypal, because they kept getting an "access denied" message on every credit card they had tried to pay me with. I was fine with this, as I'd done a commission for this person before, and knew that they're not the scamming type. (I'd sent them the finished image any way, but not the high resolution version.)
Now a month or so ago I did manage to get a small amount of money sent to me from them via Paypal, but not the rest. I was promised the rest soon, but my client was still telling me that this was a Paypal / credit card issue; and that somehow they'd been able to send me a small amount, but not the rest.

Until yesterday I hadn't heard anything back from my client, despite my repeated attempts to contact them about the final payment, and other ways that they could pay. (I even sent them the full-resolution commission to try, and encourage them to contact me.)
In the email I received from them they apologise for the sitation, and say that payment will come soon.



Now I don't know if it's just me being a little un-trusting, but to me this sounds like more of a 'lack-of-money' issue than a Paypal error. Has anyone else had any "access denied" errors with Paypal using credit cards, and only been able to send small amounts of money at a time?

They might have a basic account and simply hit their limit. I certainly have never encountered anything like that but that's the only reason I could think of for such a result if the person is telling the truth.

Yeah I reached my limit years ago, and then had to confirm my account, or what-ever.
I haven't heard back from them yet, but hopefully I will soon.

I accept PayPal for both my online store and Ebay (bot non furry related). I had a customer had the same problem. It could be an over limit issue, still the person could use a direct withdraw (e-check) from bank account on record or just send you a check as my customer did.

Okay then, I'll look into that. The main problem right now is getting my client to even email me back.

If the person used multiple credit cards, I think you could be out of luck. I sounds like the person has some serious debt problems.

If it is a limit issue, a person's limit resets each month. So there's not much reason why they can't pay you what's due when the month is up. I don't think I would have sent them a full res copy of the finished image though. That's asking to be ripped-off.

That reminds me. You never did finish a commission for me a while back. XD I'm not really mad about it, it's just this post reminded me lol. I saw the sketch but that was it?

Have they contacted PayPal about it?

Actually, speaking of weird issues, I had a problem where I couldn't accept someone's commission money; PayPal's verification e-mail for the money wouldn't send, no matter which e-mail account I tried to send it to. And when I finally was able to withdraw the funds, they didn't show up in my bank account.

I've never had that problem, the only problem with paypal that I've had is that someone was trying to send me commission money. It would go through and then paypal would take it back out of my account, saying there was an investigation for fraud or something. I got it settled once, and they resent the money. But Paypal did it again and took the money out, saying it was fraudulent.

The most hilarious part is that it was only $5. I told the person that it was a freebie eventually, because it was too much of a hassle over a fiver.

It could been a fraud. It is a big problem thats why I limit countries I accept payment from. I had one over a router.
