The issue is now resolved.

Chryssi, tumblr user vantae (previously barascar), and FA user a8scond
WHERE: Matters were discussed through Skype conversations.
WHAT: one (1) ref sheet and two (2) icons for tumblr. Paid $48 for the pieces.
WHEN: February 28th (discussion and payment) until now. No progress has been made at all, save for a “sketch” that doesn't come near to the price paid.
PROOF:


The agreement/payment.
I paid part of her light bill via Avista online bill pay as a form of commission.. Right now it says the url is broken for me but it's here: https://www.avistautilities.com/residential/Pages/default.aspx
I was given her login info but paid part of her bill with my card. Her roommate was the one to give me the login info.
I don't have a paypal because my bank account is jointed with my grandfather's and he already has a paypal account, so I offered to pay part of her and her roommate's bills when they hit an extra rough patch. Were I to get my money back I would be asking for it paid to my friend instead, as she has a paypal.
This was all at the end of February, on the 28th.
Between then and now there were idle conversations about what would go on the ref sheet
Examples of such. Anything else given was clothing reference or on tumblr, which I've now lost. The last talk about it would have been approx. a week after the wip shot was uploaded (more about clothes if I remember right).
It has nothing to do with being busy, as she's done commissions for others since then. The most recent example is here:
EXPLAIN:
At the time of commission we were friends and as such I didn't exactly pester her too much about this commission. There would be large frames of time when it wasn't discussed at all (weeks to a month) and the only update on the ref wasn't personally given to me, just linked on tumblr. Because of a falling out over a misunderstanding between me accidentally unfollowing her and her roommate, I feel like I'm not going to be getting my money back.
I was blocked on tumblr, and Chryssi had changed her accounts from barascar to vantae to avoid paying me back, as well as changing her skype (which I also know). I've yet to contact her again because she makes accusations that I'm harassing her, and my previous attempts to have contacted her were in vain, since she's gone ahead as blocked me. I don't want to risk her going to tumblr staff to have me IP banned.
All of this came about because of a mistake on my part where I accidentally unfollowed and didn't realize until maybe a week later, but after noticing the nasty comments made toward me thru parties involved, I didn't want to follow back, nor do I want anything to do with her further once (if) I get my money back. My message to get it back, however, was ignored and I realized I was blocked as well.

Edit: She's apparently deleted her tumblr, so I have zero access to her now.

I also have a screencap of my friend's message to Chryssi on FA over the commission, where she agreed to contact me back for the lost money.
Her last response was "alright" but I've yet to receive notification from her about anything (and given the date, it's been a long time)

Your mistakes were 1) Telling her that she could do it 'whenever'... 2) paying through a different person (even if it is a roommate) ... and 3) getting their login information to pay a bill instead of paying to and getting a receipt from the artist.

Getting someone's login information is a security danger and just risky; you never know what accusations could come your way. This person can easily assume or claim, from the evidence given to us here, that the roommate never told her you paid. She also can say you told her that she could work on it when she had spare time, and it looks like she had done lots of other commissions in that time, so who is to say that time is spare? She can also easily say you told her to work on it at her leisure, and then started to harass her to hurry up.

Next time:
1.) Get a price. Pay it with a money order if need be. You will have a receipt, then.
2.) Set a deadline, or get a quote for a rush order.
3.) Pay the price TO the artist. Never trade login information for ANYTHING.
4.) Be specific about what you want!

What your comment comes off as is "don't do something kind for a friend or trust them to do a commission for you because if they lack the capacity to complete the commission or be trustworthy it's basically all your fault and not their's". I'm sure that's not your intention at all, and that I am potentially putting words in your mouth, but that's what your "advice" comes off as. Who cares how the money was sent. What matters is that it was sent, they received it, they agreed to a commission, the commission never got worked on, and the artist refuses any sort of contact.

When you've got this artist going to extreme lengths to NOT pay her back, or work on her commission at all ( slowness has nothing to do with it as she's done plenty of other commissions/personal drawings/etc ) then I think it's more of the artist's problem and less of the buyer's. Sure, she should have been more stern on making sure her commission was worked on ( and saying that you hope she knows how to commission people because of this experience is invalid and pointless since she had commissioned other people with no problems ), but it's obviously a problem on BOTH ends here. Carly's for not being stern and making sure Chryssi's doing her job that she was paid to do, and Chryssi for not doing her job and going through extensive lengths to continue NOT doing her job. In all honesty, if she just paid back the money then this whole thing would be over and done with.

I didn't really get that at all from the prior comment. Honestly I think you're reading a bit too far into it. Their advice was quite sound.

I second the notion - do not mix friends and business. It's a common piece of advice on this community.

How the money was sent is absolutely crucial, as paying off someone's bill can cause a lot of issues down the line. Getting proper payment, receipt, and contract is the best way to save yourself some trouble. The bill payment can later on be considered a "gift" or completely wiped of proof altogether because the owner of the account can simply say "I made that payment". The bill payment should have never been something that was agreed to in the first place. Both sides of this have their faults and in no way am I excusing the artist, but in the future the OP can now be more wary of these sorts of situations.

Please do not call a users comment "pointless" when it actually has very legitimate advice in it. Disagreeing is fine, but trust if there were pointless comments we mods would be on it and take care of it =).

That's disappointing.Only business I did with her was a adoptable she made. It was a quick thing, no hassle, polite person.

I paid through paypal though.

A8scond's roommate here, I'll let her know about the posting after she gets back from work.

I've been reminding her often to refund her, it's a bit difficult due to quite a bit of unrelated drama, which nade her feel unsafe to communicate with the OP.

I have been in the middle of all this and I'd really have to say I think the problems arose more from the drama, and would not have happened in your usual business transaction.

I'm not defending how long it's taken her to get to the art or refund the OP. I will say that it would have been done a lot sooner if not for some family issues that I have personally witnessed.

Edited to add: I watched her send a skype message to you from her new account, although perhaps it didn't go through? I'll have her look at it when she gets back.

Sorry to've not put this in the first comment-- the mentions of "feeling unsafe" and being harassed by multiple blogs came about when one of your friends (who I had blocked) used a different account to message me to ask Chryssi to check FA,seen here http://goatpoots.tumblr.com/tagged/syrenni

I personally didn't want to be involved in the transaction at that point.

As for the two of us feeling unsafe on tumblr, it isn't you who is making us feel unsafe. I really don't know how to clarify that without dragging unnecessary drama into the discussion, and I'm sorry that it looked that way at the time.

She'd sent it but it hadn't gone through, which was partially my fault. I'd recently sent something to someone not in my contacts list and it went through, so I told her it would work, but it didn't.
