Personally if I cancel a commission, no matter how much I've done, I refund the full amount. I mean, if I do it because I just don't want to/lack of time/personal reasons.
If the commissioner is harassing me, or something, I refund minus the work I've done, because it's on them/their fault.
I think it's wrong to keep someones money because I just don't want to do it.
On completed works and asking for a commission. Never refund after the work is done. They had ample time to ask for a refund/changes before you finished the image. If you messed something up (Forgot something, messed up a marking) fix it free of charge.
