New, closer overlay provided by a member of the community, showing the tracer's overlay was skewed and warped in her 'evidence', and the image is in fact, very traced, at minimum very heavily referenced without citing the source on the original auction to begin with; https://www.dropbox.com/s/gem52e82kbk0jil/trace.png

EXPLAIN: I happened across this image while browsing, looking through her gallery, and the image itself, it's clearly traced. I commented as you can see above asking the artist to cite her source, and the image was replaced with the above overlay as 'proof' she didn't trace. This artist attempted to trace a photograph for monetary gain, and should be avoided.

Since the original was deleted I was using the screen-shot of the original post from OP for comparison, shame I didn't have the original to use for better clarity. :C
But I agree, even with a ruffle or two not matching (which could have been done purposely) it's still too close.

yeah, and it already had that -the dress is traced- vibe when I saw it the first time.
